No city official may knowingly disclose to the public clearly labeled or otherwise identified as confidential or privileged information (as designated by the city administrator or city attorney) belonging to the city without prior written consent of the city council.

No city official may acquire or aid another person to acquire a pecuniary interest in real property or a business venture if the city official’s actions are based on information that:
(1) 
The city official obtained access to solely by virtue of the city official’s municipal position; and
(2) 
Has not been made available to the general public.
