The Master Plan, City of West Lake Hills, (see attachment A), as adopted by city council resolution on January 10, 1979, as amended on August 28, 1985, as collated in September 1991 to incorporate changes by Ordinances 175-1984A and 175-1989-A, and as further amended with the recommendations of the 1993, 1998, and 2000 ad hoc master plan committees as approved by the zoning and planning commission and city council in January 1994, February 1999, February 2001, and September 2008, is hereby adopted as the city’s official comprehensive plan.

The official comprehensive plan as hereby adopted includes:
(1) 
One map of the city showing the plan of existing streets, land uses, within the city and in its contiguous extraterritorial jurisdiction.
(2) 
The official comprehensive plan land use map shall be identified by the signature of the mayor attested by the city administrator under the following words:
“This is to certify that this is the official Comprehensive Plan Land Use Map of the City of West Lake Hills, Texas.”
(3) 
Changes in the land use map as approved by the city council in accordance with the provisions of this article shall be noted promptly on the comprehensive plan land use map with the following entries:
“On ______, ______, by official action of the City Council, the following changes were made on the official Comprehensive Plan Land Use Map: ____________(a brief description of the nature of the changes) ________________”,
which entry shall be signed by the mayor and attested by the city administrator.
(4) 
If the official comprehensive plan land use map becomes damaged, destroyed, lost or difficult to interpret, the city council may, by resolution, adopt a new official comprehensive plan land use map which shall exactly duplicate the original except for corrections of errors or omissions.

The planning commission shall from time to time recommend to the mayor and the city council such changes in the official plan, and map or maps therewith, as may be deemed necessary by the mayor and city council or by the zoning and planning commission. Such changes shall become part of the official comprehensive plan after their adoption by the city council as amendments to this article.

After January 26, 1994, no map or plat of any subdivision presented for record, affecting land within the corporate limits of the city or in its extraterritorial jurisdiction, shall be entitled to record or shall be valid unless the subdivision thereon shown conforms to the requirements of the official plan.

(a) 
It shall be the duty of the city administrator to enforce the requirements of the official plan. The city administrator may call upon officials of the city to furnish him with such information or assistance as he may deem necessary for the observance and enforcement of the comprehensive plan.
(b) 
The city council and zoning and planning commission should meet in joint session at least annually for in-house training to review and discuss the master plan. Members of previous ad hoc master planning committees should be invited to this meeting.
