(a) 
The city council shall be [composed] of five aldermen who shall be elected from the city at large.
(b) 
Each alderman shall be elected to and occupy a particular place on the city council, such places being numbered 1, 2, 3, 4, and 5, respectively.
(c) 
The five aldermen holding office at the time of the passage of this section shall draw numbers to determine the position which each presently occupies.
(d) 
Any candidate offering himself for a position as alderman in any election shall indicate by number the position for which he desires to run.
(e) 
No candidate shall be eligible to have his or her name placed on the official ballot under more than one position to be filled at any one election.
(f) 
The names of the candidates for each position shall be arranged by lot by the city officials calling the election and ordering the printing of the ballots therefor.
(g) 
Each voter shall be entitled to vote for only one candidate for each position to be filled.
(h) 
A runoff election shall be held for any position or positions for which no candidate receives a majority of the votes cast for such position or positions, on the first Saturday after the first election. Any such runoff election shall be between the two candidates receiving the largest number of votes cast for that position.

The office of mayor shall be filled by election governed by the same rules as set out in subsections (e), (f), (g), and (h) pertaining to filing and for a runoff election if necessary.

Stated sessions of the city council shall be held on the first Tuesday of each month at the council chambers, and the city council may adjourn its sessions from day to day until such business as is before it shall be finished, such adjournments to be entered on the minutes.

The mayor shall have power to call special sessions of the council whenever, in his judgment, the public interest requires it, or when upon the request in writing so to do by any three members of the board of aldermen, by giving notices stating the time of meeting.

Any and all ordinances, resolutions, motions or other matters to be brought before the city council for its consideration must be submitted to the city secretary not later than 12:00 noon of the Monday of the week preceding the regular meeting or 72 hours prior to any special called meeting at which the same is to be considered. The city secretary shall then prepare a written agenda for the meeting, setting out the matters to be discussed, and shall send a copy of such agenda to the city council. Any request for placement of a matter on the agenda shall be in writing and shall contain a short statement concerning the matter and the particular action sought.
