There is hereby created the Kilgore Youth Advisory Council (KYAC). The mission of the youth council is to provide a means through which the city’s younger citizens may learn about the various workings of city business, and a forum which allows youth to be a voice to address their particular ideas and concerns.

The youth council shall consist of eleven members appointed by the city council.

The members of the youth council shall serve a term of one year but may be appointed to successive terms of one year provided the member otherwise qualifies under the provisions of section 1.03.064.

The members of the youth council shall be between the ages of 14–18 who reside in the city limits. Members must have and maintain a grade point average of 3.0 or greater. A candidate for membership must complete an application and an interview with city council members before appointment.

The youth council shall serve the city council as an advisory commission and, in that capacity, shall have the following responsibilities and duties:
(1) 
Reports directly to the city council two times each year, advising them on matters affecting youth;
(2) 
Makes specific recommendations for youth programs and activities to city government;
(3) 
Serves as a forum for the expansion of ideas, needs, concerns, and goals relating to community issues, particularly as they may affect youth;
(4) 
Makes recommendations to enhance the range and quality of opportunities for young people;
(5) 
Enlists community-wide participation in assuming the responsibility for resolving youth concerns;
(6) 
Initiates and encourages youth-driven community service projects;
(7) 
Serve as either an official of the council or a head of a subcommittee.

The youth council shall adopt procedural rules governing the conduct of its meetings and activities. The youth council shall elect a mayor, secretary, treasurer, and historian each year from its own membership. A mayor pro-tem may be also selected. The youth council shall meet once each month with each member as a voting member of the youth council. The city manager shall assign a staff liaison (youth council coordinator) to assist the youth council in its activities. The youth council coordinator and a city council member will attend all meetings of the youth council. Ex-officio and ad hoc members serve at the discretion of the youth council.

Funding for the youth advisory council will be established as part of the general fund - city council budget with the amount to be determined yearly.
