(a) 
Membership.
There is hereby created an electrical board, consisting of three (3) members, composed of the city electrical inspector, a master electrician, and a journeyman electrician, each to be appointed by a majority of the city council for a term of two (2) years and removable for cause by the appointing authority. Vacancies shall be filled by the appointment by the original appointing authority of a suitable person to serve out the unexpired term of any member whose place on the board has become vacant for any cause.
(b) 
Duties.
The duties of the electrical board are to:
(1) 
Act in an advisory capacity in matters pertaining to electrical installation, removal and maintenance.
(2) 
Examine all electricians that wish to engage in business, as to their practical and theoretical knowledge and all other requirements of the electrical business, and shall submit the applicant to some satisfactory form of practical test, and if satisfied with the competency of the applicant shall, in writing, notify the electrical inspector thereof, and upon compliance with the provisions of this division he shall be issued a license authorizing him to engage in the electrical business as a master electrician.
(3) 
Review complaints filed against master electricians and make their recommendations on each complaint to the electrical inspector, who shall make the final decision on action to be taken.

The chief electrical inspector and the electrical board shall decide all issues not provided for in this division pertaining to the installation, operation or maintenance of electric wiring and apparatus.

Nothing contained in this division shall prohibit any property owner from personally installing electrical conductors or equipment within his own property provided he does the work with his own hands on property owned and occupied by him as his home. The owner shall file with the electrical inspector approved plans and specifications if requested to do so, satisfy the electrical inspector as to his ability to install electrical wiring, apply for and secure a permit, pay the required inspection fees, do work in accordance with this division, and apply for an inspection and receive a certificate of approval. Personal installation by a property owner under these property owner’s rights shall be by himself and for himself on his own property without compensation and no person shall be employed to assist him in any way in such work.

No aluminum wire smaller than no. 2 AGW shall be used in connection with the construction of any building for which a permit has been issued by the city.

No type NM and/or NMC nonmetallic sheathed cable shall be used in connection with the construction of any commercial building for which a permit has been issued by the city or any building over two (2) stories in height.
