Certain documents, three (3) copies of which are on file in the office of the city clerk, being marked and designated as the 2012 International Swimming Pool and Spa Code, as published by the International Code Council, be and is hereby adopted as the code of the city for regulating the design, construction, movement, renovation, repair, location, relocation, replacement, addition to, maintenance of swimming pools, spas, hot tubs, aquatic facilities and related equipment and providing for the issuance of permits and collection of fees therefor; and each and all of the regulations, provisions, conditions and terms of such 2012 International Swimming Pool and Spa Code, published by the International Code Council, on file in the office of the city clerk are hereby referred to, adopted and made a part hereof as if fully set out in this division.

No swimming pool installation shall be completed, operated or maintained within the city unless such pool is completely enclosed with a wall, fence, or other substantial structure not less than five (5) feet high.
