All misdemeanors under the state Penal Code over which municipal
courts have jurisdiction are hereby declared offenses against the
city and punishable as other misdemeanors.

It shall be unlawful for any person to paste, stick, tack, nail
or otherwise affix any handbill, advertisement, placard or printed
matter to any building, wall, fence or railing belonging to the city
or to any other public corporation of the state if such property is
located within the city.

It shall be unlawful for any person to sleep or doze in any
street, alley, park or other public place, or on any vacant lot adjoining
a public street or highway, of which place he is not the owner, without
the consent of the owner.

(a) Prohibitions.
(1) It shall be unlawful for any person to consume any alcoholic beverage
on the property of any school or other educational institution or
on any public street or public property within the city.
(2) It shall be unlawful for any person to consume alcohol on the outside
or inside of a vehicle on the public streets or sidewalks of the city,
as well as parking lots of commercial enterprises, including banks
and other like institutions.
(3) It shall be unlawful for any person to have in his possession an
open container containing alcoholic beverages on the outside or inside
of a vehicle on the public streets or sidewalks of the city, as well
as parking lots of commercial enterprises, including banks and other
like institutions.
(b) Special event permit.
The consumption or possession
of alcoholic beverages is prohibited on public property but may be
permitted upon approval of a special event permit issued by the city
manager.
