The following speed limits shall govern within the corporate limits of the city.

(a) 
Ordinances establishing special speed limits for school zones adopted prior to the City's adoption of its Home Rule Charter, are not expressly included in this Code of Ordinances, but are incorporated herein by reference, and copies of such Ordinances are on file in the office of the City Secretary.
(b) 
The following special speed limits for school zones are hereby established within the City, and the designated reduced speed limits and times of enforcement on school days only, as determined by engineering and traffic investigations in accordance with State law are hereby adopted as follows:

(c) 
It shall be unlawful for a person to drive or operate a motor vehicle in excess of the speed limit set forth herein on a date and at a time when a special speed limit is in effect, and any speed in excess of the stated limit is prima facie evidence that the speed was not reasonable and prudent under the conditions and circumstances then existing, having regard to the actual potential hazards. The exceptions provided pursuant to State law are applicable to the special school speed zones set forth above.

(a) 
Residential street means a two-lane, undivided highway having primarily front-facing residential land uses.
(b) 
The speed limit on the residential streets of the city shall be twenty-five (25) miles per hour unless otherwise posted on any street or highway or otherwise provided in subsection (f).
(c) 
The speed limit above set forth shall not apply to vehicles of the fire and police departments of the city or physicians responding to emergency calls when in the course of their proper duty.
(d) 
It shall be unlawful for a person to drive or operate a motor vehicle in excess of the speed limit set forth herein, and any speed in excess of the stated limit is prima facie evidence that the speed was not reasonable and prudent under the conditions and circumstances then existing, having regard to the actual potential hazards.
(e) 
The speed limits set forth in this division shall not apply to the following designated portion(s) of the following roads, streets, and highways, and notwithstanding any provision to the contrary in this division, the speed limits set forth herein are hereby established as the maximum speed limit. No person may drive or operate a motor vehicle in excess of the speed limits set forth herein and any speed in excess of the stated limits is prima facie evidence that the speed is not reasonable and prudent under the conditions and circumstances then existing, having regard to the actual and potential hazards, and is unlawful:

It shall be unlawful for any person to violate any provision of this article, and any person violating or failing to comply with any provision hereof shall be deemed guilty of a misdemeanor and, upon conviction, shall be punished by a fine between one dollar ($1.00) and two hundred dollars ($200.00).
