The following words, terms and phrases, when used in this division,
shall have the meanings ascribed to them in this section, except where
the context clearly indicates a different meaning:
Generator.
Tire retailers, automotive dismantlers, fleet operators,
wholesalers, manufacturers, and recappers or retreaders required to
register with the TCEQ as generators if on-site storage exceeds certain
thresholds.
Manifest.
A record that shall be maintained by the transporter of each
individual tire collection, and deposits in the landfill. Such record
shall be in the form of a manifest or other similar documentation
approved by the state department of health. These forms will be provided
by the state department of health.
Transporter.
A person who collects and transports used or scrap tires.
Used or scrap tires.
Any whole tire or any portion of a tire that can no longer
be used for its original intended purposes.

(a) The
city will provide tire disposal for those persons and businesses who
operate and live in the county only. Only used and scrap tires generated
in the county shall be disposed of at the city landfill. The number
of used or scrapped tires allowed per day is five (5). If used or
scrap tires are delivered to the landfill by a transporter, they shall
be listed on a manifest that will identify the person or business
and his location.
(b) A private
individual resident of the county, not a business or contract hauler,
who is not classified as a transporter may deliver used or scrap tires
to the landfill without a manifest and pay disposal fees at the gate.

(a) No used
or scrap tires shall be allowed in the dumpsters.
(b) No tires
shall be accepted from outside the county.
(c) Contract
haulers are only allowed to deliver used or scrap tires generated
in the county by a private individual resident.
(d) Generators, as defined in section
18-81, are not allowed to deliver used or scrap tires to the city landfill.
