(a) 
Regular meetings.
Regular meetings of the city council shall be held on the second Thursday of each calendar month at 4:00 p.m.; provided that, if any such Thursday is a city holiday, the regular meeting scheduled shall be held as agreed to by the council at a meeting prior to or after the holiday. In addition, the council may cancel or reschedule a council meeting at any time provided the council meets once each month.
(b) 
Special meetings.
All other meetings of the city council, including workshop meetings, shall be special city council meetings and shall be held at such times and at such locations as the mayor or a majority of the city council members shall decide, or as otherwise provided in section 22.038, Texas Local Government Code, as amended, with notice of such meetings being given in compliance with the provisions of the Texas Open Meetings Act.

(a) 
Compliance with Open Meetings Act.
The agenda for each meeting of the city council shall contain such information and be posted in a time and place as is sufficient to comply with the Texas Open Meetings Act, chapter 551, Tex. Gov’t. Code.
(b) 
General order.
The agenda for each meeting of the city council shall be ordered generally as follows:
(1) 
Items opening meeting (including as applicable: call to order, invocation, pledge of allegiance, roll call, and quorum report);
(2) 
Non-action items (including as applicable: announcements, reports, recognitions and awards);
(3) 
Citizen communications;
(4) 
General business and action items (including as applicable: consent agenda items including approval of minutes, old business, new business);
(5) 
Adjournment.
(c) 
Placement of items on agenda.
The mayor, the city administrator, or any two (2) members of the city council may place any subject matter on the agenda for a meeting of the city council.
(d) 
Preparation; posting.
The city secretary shall collect the agenda items and review them with the mayor or the city administrator to set the order of the agenda items. The city secretary shall then prepare the notice of the meeting of the city council for signature and posting to comply with the Open Meetings Act, chapter 551, Tex. Gov’t. Code. The mayor has the authority to reorder the agenda items prior to the posting or during the meeting for efficiency and to facilitate the conduct of the council meeting. These requests, properly filled out, will comply with posting of the agenda subjects in sufficient detail to determine specifics and action required to meet the Open Meetings Act requirements, chapter 551.

(a) 
The city council shall allot as much as thirty (30) minutes at regular meetings to hear persons who desire to make comments to the city council. This time may be extended at the discretion of the council.
(1) 
Any person desiring to participate in this portion of the meeting shall at the beginning of the meeting indicate in writing a desire to speak and indicate in full the topic on which they desire to speak. Said person shall limit his or her comments to the topic indicated.
(2) 
No person shall exceed five (5) minutes in his or her presentation to the city council, unless granted additional time by the presiding officer.
(3) 
Delegations of more than five (5) persons shall appoint one person to present their views to the city council. If the delegation fails to appoint a spokesman for the group, the presiding officer shall appoint a spokesman for the group.
(b) 
All persons addressing the city council shall do so from the podium designated by the city council.
(c) 
Public participation is limited to the designated open forum of a meeting. At all other times during the city council meeting, the members of the audience shall not enter into discussion or debate on matters being considered by the city council, unless recognized by the presiding officer.
(d) 
Specific factual information or recitation of existing policies may be furnished in response to inquiries, but the city council shall not deliberate, discuss, or make any decision on any subject not on the agenda.
