The city council may by ordinance create such boards, commissions, and committees as it determines to be in the best interest of the city and its inhabitants.

(a) 
Appointment of members.
(1) 
The members of all boards and commissions (except for the board of adjustments and appeals which shall follow section 1.05.082 of this code) shall be appointed by the mayor with approval of city council.
(2) 
The chairperson and vice-chairperson of all boards and commissions shall be appointed by the mayor with the approval of the city council.
(b) 
Removal of members.
(1) 
A member is automatically removed from all boards and commissions after the third unexcused absence.
(2) 
A member who no longer meets qualifications prescribed by the section of this code relating to the specific board or commission is automatically removed.
(3) 
The city council shall have the authority to dismiss members or to abolish the board or commission with or without cause.

When the term of office for a member of a city board, commission, or committee expires, the member shall continue to serve until a new member is appointed to the member’s place. Vacancies shall be filled for unexpired terms, but no member shall be appointed for a term in excess of two years. Newly appointed members shall be installed at the first regular board meeting after their appointment.

Members shall serve without compensation, but may be reimbursed for out-of-pocket expenses directly related to service.

Neither employees nor contractors of the city may be appointed to serve as members of city boards or commissions. However, employees may provide administrative or support services if elected by a board or commission or directed by the city administrator to do so. City employees may serve on ad hoc or temporary committees as deemed appropriate or necessary by the city council or city administrator.
