A parks and recreation board is hereby created in order to accomplish the following purposes:
(1) 
To identify community park and recreation needs and to advise the city council of their short-range and long-range implications for the total development of the city;
(2) 
To recommend achievable community goals;
(3) 
To recommend plans, programs, and policies that will aid the entire community in achieving its defined goals; and
(4) 
To interpret the adopted plans and programs to concerned citizens so that private activities and desires may be accomplished in harmony with public needs and policies.

The parks and recreation board shall be composed of five (5) voting members and two (2) alternate members. The city council will consider for appointment to the board only those persons who reside within the corporate limits of the city, and have demonstrated their civic interest, general knowledge of the community, independent judgment, interest in parks and recreation, and availability to prepare for and attend meetings. It is the intent of the city council that members shall, by reason of diversity of their individual occupations, constitute a board which is broadly representative of the community.

The regular members of the commission shall be identified by place numbers one (1) through five (5), and the alternates shall be identified as alternate place one (1) and alternate place two (2). The terms of office for place 2, place 4 and alternate, place 2 shall end on December 31st of even-numbered years. The terms of office for place 1, place 3, place 5 and alternate, place 1, shall end on December 31st of odd-numbered years.

The board shall hold an organizational meeting in January of each year, or as soon as practicable. The board shall elect a secretary and such other officers as it deems necessary either from its membership or from staff representatives assigned by the city administrator to work with the board. The board shall meet regularly and shall designate the time and place of its meetings. The board shall keep a record of its proceedings consistent with the provisions of this article and the requirements of law.

(a) 
The board shall be responsible for providing the city council with advice and recommendations on all policies, rules, and regulations relating to the administration of a public park and recreation program. The city staff will implement all policies, rules, and regulations once approved by the city council.
(b) 
The board shall provide advisory oversight of public playgrounds, athletic fields, recreation centers, and other facilities and activities to city council. The board shall have the power to conduct any form of recreation activity that will employ the leisure time of the people in a constructive and wholesome manner.

The board shall make complete annual and other required reports to the city council.

The board is authorized to solicit and receive gifts, bequests of money, personal property, or any other donations to apply, principal or income, to either the temporary or permanent use of playgrounds or other recreational purposes. All proceeds from gifts, donations, and contributions shall be delivered to the city administrator, which shall be deposited and maintained in a separate account of the city.

The board is authorized to work jointly with other municipal departments and/or political subdivisions to provide and establish, operate, conduct, and maintain a supervised recreation system and to operate, improve, and maintain property, both real and personal, for parks, playgrounds, recreation centers, and other recreation facilities and activities.

(a) 
A motion may be made by any member other than the presiding officer.
(b) 
A motion to approve any matter before the board or to recommend approval of any request requiring city council action shall require three (3) favorable votes of the members present. Failure of the board to secure three (3) concurring votes to approve or recommend approval at the regular meeting shall be recorded in the minutes as a denial of the proposal under this rule.

Members shall disqualify themselves from voting whenever they find that they have a personal or monetary interest, or that they will be directly affected by the decision of the board.

(a) 
Officers.
(1) 
The chairperson, or in his absence the vice-chairperson, shall preside at all meetings, and shall decide all points of order or procedure.
(2) 
In the absence of both the chairperson and vice-chairperson, the board shall elect an acting chairperson.
(3) 
The city secretary shall be custodian of the minutes and other official records, shall attend to the correspondence of the board, and shall cause to be given such notices as are required in the manner prescribed by law.
(b) 
Meetings.
(1) 
Quorum.
A quorum shall consist of three (3) members.
(2) 
Agenda.
An agenda shall be prepared by the city secretary for each meeting of the board. There shall be attached to each agenda a report of matters pending further action by the board. A copy of the agenda shall be posted in the city hall as required by law.
(3) 
Regular meetings.
Regular monthly meetings shall be set by the board and held in the council chamber of the city hall, unless otherwise determined by the board.
(4) 
Special meetings.
Special meetings for any purpose may be held: (A) on the call of the chairperson; (B) on request of two (2) or more members and by giving written notice to all members deposited in the mail at least 48 hours before the meeting; or (C)as may be scheduled by a majority of the board at any previous meeting. The time and place of the special meeting shall be determined by the convening authority.
(5) 
Public meetings.
All meetings shall be held in full compliance with the provisions of state law, ordinances of the city, and these rules of procedure. Any party in interest may appear in his own behalf or be represented by counsel or agent.

An ad hoc committee is hereby created to function and serve under the request, responsibility and direction of the parks and recreation board to accomplish the following purposes:
(1) 
When specific functions arise in the city and surrounding areas involving the arts, music and other cultural events, the parks and recreation board shall appoint an ad hoc committee to assist with the organization, coordination and related planning of the event; and
(2) 
To advise and make recommendations to the parks and recreation board.

The ad hoc committee shall be composed of no less than 3 members who shall be appointed by the parks and recreation board and confirmed by the mayor. Members of the ad hoc committee will be appointed for a specific function or event and will serve until the completion of such an event. Members may be reappointed or removed at the discretion of the parks and recreation board with the approval of the mayor.
