The board shall function in an advisory capacity to the city council in areas such as policy, facility, present and future needs of the library, and programs, based upon recommendations of the library director.

(a) 
Composition and term of members.
(1) 
The public library advisory board shall be composed of five (5) voting members and two (2) alternate members. The city council will consider for appointment to the board only those persons who reside within the corporate limits of the city.
(2) 
The regular members of the board shall be identified by place numbers one (1) through five (5), and the alternates shall be identified as alternate place one (1) and alternate place two (2). The terms of office for place 2, place 4 and alternate, place 2 shall end on December 31st of even-numbered years. The terms of office for place 1, place 3, place 5 and alternate, place 1, shall end on December 31st of odd-numbered years.
(b) 
Officers.
(1) 
The board shall hold an organization meeting in January of each year, or as soon as practicable, where it shall hold annual officer elections to select a secretary and such other officers as the board deems advisable.

Officers shall perform the duties prescribed by the board.

(a) 
Regular meetings.
The board shall hold at least one (1) regular meeting each quarter and shall prescribe by rule regular meeting dates at a regular meeting place.
(b) 
Special meetings.
The board may hold special meetings upon the request of the presiding officer, mayor, city administrator, or upon the written request of three (3) members.
(c) 
Quorum.
A quorum shall consist of three (3) members.
(d) 
Voting.
A motion to approve any matter before the board or to recommend approval of any request requiring city council action shall require a majority vote of the quorum members present. The presiding officer shall be entitled to vote on any matter before the board.
(e) 
Adoption of rules of procedure.
The board shall pass rules, subject to council approval, governing the conduct of meetings and other procedural matters. Board rules shall not be inconsistent with city ordinances, resolutions, or regulations.
(f) 
Actions on matters involving other departments.
The board may not take any action on any matter involving a city department other than the public library department without first obtaining a report from the city department(s) concerned.
