The emergency management plan adopted by the city council from time to time and on file in the city secretary’s office shall govern responses to emergencies and emergency preparedness. The annexes to the emergency management plan may be amended from time to time by resolution of the city council.

It shall be unlawful for any person to:
(1) 
Willfully obstruct, hinder, or delay any member of the emergency management organization in the enforcement of any rule or regulation issued pursuant to this article;
(2) 
Wear, carry, or display any emblem, insignia, or any other means of identification as a member of the emergency management organization of the city unless the emergency management director or coordinator has granted that person authority to do so;
(3) 
Simulate a warning signal or the termination of an authorized warning signal through the operation of a siren or other device without the express authorization of the emergency management director or coordinator.
