The city council/mayor shall appoint the floodplain administrator. The qualifications of the floodplain administrator shall be in accordance with state law, and may be supplemented by further qualifications that the city council deems necessary.

(a) 
The floodplain administrator shall administer and implement the applicable provisions of this code and other appropriate sections of title 44 of the Code of Federal Regulations (National Flood Insurance Program Regulations) pertaining to floodplain management.
(b) 
The floodplain administrator is authorized and directed to administer and implement the applicable provisions of this code and other appropriate sections of title 44 of the Code of Federal Regulations (National Flood Insurance Program Regulations) pertaining to floodplain management.
(c) 
The city council shall determine the compensation paid to the floodplain administrator.
