The director of the wastewater department shall, subject to the direction, supervision and oversight of the city administrator and funds being appropriated, budgeted and available for such purposes:
(1) Coordinate with the city administrator, the city engineer and the city council the planning, development, construction, improvement, and operation of a sanitary sewer and wastewater disposal system pursuant to plans approved by the city council;
(2) Maintain the sanitary sewer and wastewater system after the same is constructed and operational;
(3) Provide the day-to-day operations and management of the wastewater utility;
(4) Comply with and enforce the rules and regulations adopted by the city council and those provided by state law for the operation of the wastewater utility;
(5) Perform other duties and responsibilities as directed by the city administrator; and
(6) In consultation with the city administrator, the city engineer and the city council, recommend plans, specifications, grants, financing, and operating manuals for the design, installation, operation and management of the sanitary sewer and wastewater disposal system.
