The city shall conform all traffic-control devices, including signs, signals, and markings (pavement and/or curb), installed or used for the purpose of directing and controlling traffic within the city with the Texas Manual on Uniform Traffic Control Devices for Streets and Highways, Volumes I and II (hereafter called “the manual”) and ch. 244, Texas Transportation Code. The city shall erect and use uniform signs, signals, and markings and place them according to the directions shown in the manual. All existing traffic-control devices and those erected in the future by the city that are consistent with the manual, state law, and this chapter shall be official traffic-control devices.

(a) 
The city administrator shall be responsible for installing all traffic signs, signals, and markings as they can be procured.
(b) 
The city secretary shall maintain a separate list in the offices of the city that identifies the approved location of each of the following traffic-control devices:
(1) 
Stop signs;
(2) 
Yield signs;
(3) 
Do not enter signs;
(4) 
One-way signs; and
(5) 
Other traffic-control signs, if any.
(c) 
Each list maintained in the offices of the city pursuant to subsection (b) may be amended, and traffic-control devices added or deleted, by authorization by a majority of the council at a properly posted public meeting, and the filing of such authorization with the city secretary, stating the type of device and its location.

(a) 
The operator of any motor vehicle or other type of vehicle shall obey the instructions of an official traffic-control device, sign, signal, or marking unless a police officer directs otherwise.
(b) 
Any traffic-control device actually in place on any street shall constitute prima facie evidence that it was installed by the city staff pursuant to the authority of this chapter.

(a) 
No person shall place, maintain, or display upon any road or street any unauthorized sign, signal, marking, or device which could resemble an official traffic-control device or signal. No person shall erect anything that hides from public view or interferes with the effectiveness of any official control device or signal unless approved by the city council.
(b) 
No person shall place or maintain upon any road, road right-of-way, or street any traffic sign or signal bearing any commercial advertising.
(c) 
This section shall not be deemed to prohibit the erection upon private property adjacent to roads or streets of signs giving useful directional information. Such signs must be in accordance with article 3.09 (signs) of this code.
(d) 
Every prohibited sign, signal, or marking is declared to be a public nuisance, and the city may remove such signs without notice.

No person shall attempt to or in fact alter, deface, injure, knock down, or remove any official traffic-control device, sign, or signal or any railroad sign or signal or any inscription, shield, or insignia, or any part thereof, without obtaining the city’s approval.
