The following definitions shall apply in this article unless the context clearly indicates otherwise:
Authorized emergency truck.
A truck of a fire department, a police or sheriff’s department, a public or private ambulance service that has the proper state permits, the city that it uses for emergency services, a private individual who is a member of a volunteer fire department or volunteer emergency medical services department and who uses the truck in responding to emergencies, and the city, the state, any political subdivision of the state, or any utility providing public utility service that is engaged in a bona fide emergency utility service.
Motor vehicle.
Every vehicle that is self-propelled.
Truck.
Every motor vehicle designed, used, or maintained primarily for the transportation of property or drawing other vehicles that carry property with an overall gross weight, including trailer, of 20,000 pounds or greater, or with a gross cargo weight rating of 20,000 pounds or greater, and excluding all authorized emergency trucks.
Vehicle.
Every device in, upon, or by which any person or property is or may be transported or drawn upon a roadway, except devices moved by human power or used exclusively upon stationary rails or tracks.

(a) 
Use required.
A person shall not operate a truck on any public roadway within the city unless:
(1) 
The roadway is designated as a truck route under this article; or
(2) 
The operation of the truck at that time and place is exempt under this article.
(b) 
Designated routes.
The following roadway is designated as a truck route:
Farm-to-Market Highway 1431 at all points within the city.
(c) 
Exemptions.
This article does not apply when the point of origin or destination of the truck is off a designated truck route, if:
(1) 
The driver of the vehicle exceeding 20,000 pounds is making a verifiable pickup or delivery.
(2) 
The vehicle is a school bus being operated by the school district, a recreational vehicle such as a motor home or travel trailer, or any and all emergency vehicles.

The city shall erect or cause to be erected signs marking the designated truck routes and prohibiting truck traffic within the city except on the designated and marked truck routes.
