(a) 
No person, persons, corporation or firm or its agents shall in any way change, alter, molest or tamper with any of the city’s machinery, equipment, distribution system, water meters, valves of any description belonging to the city, fire plugs, or purification equipment without first obtaining a permit from the proper authority of the city.
(b) 
No person, persons, corporation, firm or its agents shall appropriate to their own use without first obtaining a permit from the proper authority of the city the following:
(1) 
Turning water meters on where same has been cut off by a city employee.
(2) 
Taking water from any fire plug within the city.
(3) 
Taking any property whatsoever to their own use which belongs to the city.
(c) 
Any person violating any of the provisions of this section shall be deemed guilty of a misdemeanor, and upon conviction shall be punished by a fine in accordance with the general penalty provided in section 1.01.009 of this code.

(a) 
No person without authorization, as prescribed by ordinance by the city, shall use, connect to, turn on, or in any way tamper with any part of the water distribution system of the city.
(b) 
Any person violating any provision of this section shall be deemed guilty of a misdemeanor, and upon conviction shall be punished by a fine in accordance with the general penalty provided in section 1.01.009 of this code.

(a) 
It shall be unlawful for any person to permit any wastewater, grease, or greasy or sandy water to escape from any private premises onto any street, alley or sidewalk of the city. It shall hereafter be unlawful for any operator, manager, agent or employee of any gasoline service station, garage or laundry to permit any grease, greasy or gritty water used in washing or cleaning any vehicle or machinery, or laundry wastewater to escape from any private premises onto any street, alley or sidewalk in the city. It shall also be unlawful for any person operating any garage or service station and for any employee, agent, or servant of any such operator or owner of such garage or service station to wash any vehicle on any street, alley or sidewalk of the city.
(b) 
Any person violating any of the provisions of this section shall be deemed guilty of a misdemeanor, and upon conviction shall be fined in accordance with the general penalty provided in section 1.01.009 of this code, and each day’s violation shall constitute a separate offense.

(a) 
It shall be unlawful for any person, firm or corporation, or their agents or employees, to dispose of any wastewater containing sand, grit, oil, grease or other similar materials from any garage, gasoline service station or laundry by turning the same directly into the sanitary sewer system of the city. It is provided, however, that such wastewater may be treated or clarified and the clarified effluent allowed to flow into the sanitary sewers under the conditions set out in subsection (b) of this section.
(b) 
Garages, gasoline service stations and other establishments washing motor vehicles or other machinery and laundries or home laundries using the sanitary sewer system shall install proper catchbasins or sand and grease traps constructed of iron, glazed tile or concrete made watertight, and the discharge from same shall be taken off in a manner that will provide a water seal of not less than 24 inches. Such catchbasins or traps shall be protected against siphonage or backpressure by proper reventing made continuous when possible, and accessible cleanouts for the discharge line shall be provided. The city inspector shall have on file in his office plans showing the construction of these basins or traps that will meet with the minimum requirements, and same shall be constructed under his supervision and meet with his approval before allowed to be connected to the sanitary sewer system, and he may allow the use of substitutes for critical war materials. No such garage, gasoline service station or laundry shall be allowed to continue to discharge unclarified wastewater into the sanitary sewer system on and after the 12th day of March, 1948.
(c) 
Any person violating any of the provisions of this section shall be deemed guilty of a misdemeanor, and upon conviction shall be fined in accordance with the general penalty provided in section 1.01.009 of this code, and each day’s violation shall constitute a separate offense.
