(a) 
It shall be the duty of the police department and/or chief of police and/or acting chief of police to enforce the provisions of this chapter; except, that in case of fire or other emergency or to expedite traffic, officers of the police and fire departments may direct traffic, as conditions require, notwithstanding the provisions of this chapter.
(b) 
The city chief of police (or acting chief of police) is hereby empowered to make and enforce regulations necessary to make effective the provisions of this chapter and to make and enforce temporary regulations to cover emergencies or special conditions.

(a) 
Any police officer within the limits of the city is hereby authorized to arrest, without warrant, any person found committing, or reasonably suspected of committing, a violation of any provision of this chapter.
(b) 
Unless any person arrested hereunder shall demand to be taken forthwith before a court of competent jurisdiction, the arresting officer shall give such person a notice, in writing, to appear before said court at a time and place to be specified in such writing, and such person shall sign his name on said written notice.
(c) 
Upon such promise, in writing, by the person arrested, to appear before a court of competent jurisdiction as aforesaid, the officer shall release him from custody, but should the arrested person refuse to sign said written notice, then it shall be the duty of said officer to place such person in custody until he can take him before said court.
(d) 
The arresting officer shall take the license number of the vehicle and the name and address of the arrested person.
(e) 
Any person violating such written promise to appear before the court shall be deemed guilty of a misdemeanor, regardless of the disposition of the charge on which he was originally arrested, and upon conviction thereof, he shall be fined according to the penalties herein set forth.

The police department is directed to cause to be towed away any vehicle found parked in violation of this chapter, and the owner of such vehicle shall be liable for such fees charged by the person doing such towing for the reasonable cost thereof.

Any person violating any provision of this chapter shall, upon conviction, be fined a sum of not less than twenty-five dollars ($25.00) nor more than one hundred dollars ($100.00).
