(a) Sale prohibited.
It shall be unlawful for any person to sell, offer for sale, or exhibit for sale any firecracker, Roman candle, skyrocket or other fireworks of any character within the corporate limits of the city.
(b) Exceptions.
Subsection
(a) shall not apply to the following:
(1) The use of blank cartridges for a theatrical production, military ceremony, or sporting event that is either sponsored by an educational institution or issued a permit by the city; or
(2) Emergency flares or other identification markers used in emergency situations.
