The restrictions of this chapter shall be applicable and in force within the city limits of the city and extending for a distance outside the city limits of 5,000 feet in any direction; provided, however, that this chapter shall not be in effect within any portion of area which is contained within the city limits or extraterritorial jurisdiction of any other municipality.
