To place a waiver request, as a line item, on any city council
agenda, the requestor must pay a nonrefundable fee of $50.00. The
waiver request must be submitted in writing.

The regular meetings of the city [council] shall be held on
the second Tuesday of each month at 5:00 p.m., in the city hall. The
mayor of his own motion, or on the application of three (3) councilmembers,
may call a special meeting by notice to each member of the city council
and the city administrator served personally or left at their usual
place of abode. Notice of all meetings shall be posted in accordance
with the state open meetings law.

Each member of the city council shall, at every meeting of such
council, be entitled to one (1) vote in person, but no proxy shall
be voted on any occasion. The mayor shall only vote in case of a tie
vote on any matter except one relating to an election.

The mayor shall be the president of the city council. At the
first (1st) meeting of each new city council, or as soon as practicable,
the council shall elect one (1) alderman to serve as president pro
tempore for a term of one (1) year and to perform the duties of the
mayor in the event of the mayor’s failure, inability or refusal
to act. The mayor shall, with three (3) of the aldermen, constitute
a quorum for the transaction of business. In the mayor’s absence,
any four (4) of the aldermen constitute a quorum. The quorum has the
power to appoint any alderman as a presiding officer at any meeting
at which the mayor and president pro tempore are absent. The quorum
shall have power to enact such bylaws and ordinances not inconsistent
with the laws and constitution of this state as shall be deemed proper
for the government of the city.

shall be as follows:

(a) Aldermen
shall serve without salary, but may be reimbursed for city-related
expenses upon approval of the city council.
(b) The
city council may, from time to time by resolution, authorize and set
a sum of money to be paid to the person holding the office of mayor
of the city, to be paid in weekly, semi-monthly or monthly intervals,
as may be set by the council in such resolution. Nothing in this section
shall require the council to set a salary for the office of mayor.
Upon the setting and paying of such salaries, appropriate federal
income tax withholdings and social security or other retirement system
withholdings shall be made by the council from such salary.

The procedure at all meetings of the city council shall be in
accordance with the provisions of the latest edition of Robert’s
Rules of Order. Vacancies in the position of mayor or alderman shall
be filled by appointment of the remaining members of the city council
for the remainder of the term of the vacated position.

Only one (1) reading shall be required prior to the adoption
of an ordinance by the city council. The mayor may, however, when
it appears that an ordinance being considered is of a controversial
nature, invoke the three (3) reading rule. When the mayor has invoked
the three (3) reading rule, the ordinance shall not be adopted until
after it has been read at three (3) separate city council meetings.
