It shall be unlawful for any person, group or organization to
conduct a parade or demonstration upon the streets or public places
of the city without first obtaining a permit from the city council.
The fee for such permit shall be ten dollars ($10.00).

Applications for a parade or demonstration permit shall be made
to the city secretary at least ten (10) days prior to a meeting of
the city council at which such application is to be considered. Said
application shall contain whatever information the city council deems
necessary to determine the merits of the proposed parade, its impact
upon public services, and the conditions which should be placed upon
such permit if approved.

As a condition of approving parade permits, the city council
may specify whatever limitations, terms, and conditions it deems to
be in the best interests of the city, to protect the public welfare
and minimize the disruption of public services. It shall be unlawful
to violate any of the limitations, terms or conditions of the permit.
