(a) 
All operators of any vehicle in the city are required to maintain evidence or proof of financial responsibility.
(b) 
All operators of any vehicle in the city, shall upon request by a city patrol officer, provide to that patrol officer, evidence or proof of financial responsibility.
(c) 
Failure to provide evidence or proof of financial responsibility shall authorize the city patrol officer to cause the vehicle to be towed to a storage facility.

No person shall drive a vehicle on any street in the city at a speed greater than is reasonable and prudent under the conditions and having regard to the actual and potential hazards then existing. In every event, speed shall be so controlled as may be necessary to avoid colliding with any person, vehicle, or other conveyance on or entering the highway in compliance with legal requirements and it shall be the duty of all persons to use due care. No person shall operate or drive any motor vehicle or other vehicle within the corporate limits of the city on any street at a greater speed than thirty (30) miles per hour, or in any alley at a greater speed than fifteen (15) miles per hour, unless signs are erected designating another speed limit.

Whenever the city shall determine upon the basis of an engineering and/or traffic investigation that the thirty (30) miles per hour speed limit hereinbefore set forth is greater or less than is reasonable or safe under the conditions found to exist at any intersection or other place, or upon any part of the street or highway, the city shall, upon authorization by the city council by appropriate ordinance, establish such speed limit as shall be effective at all times when appropriate signs giving notice thereof are erected at such intersection or other place or part of the highway or street.

No person shall drive a motor vehicle at such a slow speed as to impede the normal and reasonable movement of traffic, except when reduced speed is necessary for safe operation, or in compliance with law, or at the direction of a police officer. Police officers are hereby authorized to enforce this provision by directions to drivers and, in the event of apparent willful disobedience to this provision and refusal to comply with the direction of an officer in accordance herewith, the continued slow operation of a motor vehicle by a driver shall be a misdemeanor.

Pursuant to section 12.03.032, the following streets or portions thereof shall be designated as special speed zones, and it shall be unlawful for any person to drive any vehicle thereon at a speed greater than indicated:
(1) 
Highways generally.
The speed limits on highways FM 3186, FM 356, and U.S. 190 within the city limits shall be as established by the state department of transportation.
(2) 
U.S. Highway 190.
(A) 
From mile point 0.839, at the west city limits, approximately 1.213 miles east, to mile point 2.052, the speed limit shall be fifty-five (55) miles per hour in either direction.
(B) 
From mile point 2.052, approximately 0.278 miles east, to mile point 2.330, the speed limit shall be fifty (50) miles per hour in either direction.
(C) 
From mile point 2.330, approximately 1.476 miles east, to mile point 3.806, the speed limit shall be forty (40) miles per hour in either direction.
(D) 
From mile point 3.806, approximately 0.388 miles east, to the east city limits, mile point 4.194, the speed limit shall be fifty (50) miles per hour in either direction.
(3) 
FM Highway 3459.
Beginning at its intersection with U.S. Highway 190 to the city limits, a distance of approximately 0.576 mile, the speed limit shall be fifty (50) miles per hour in either direction.
(4) 
FM Highway 356.
(A) 
From mile point 3.277, at the north city limits, approximately 0.723 miles south, to mile point 4.000, the speed limit shall be fifty-five (55) miles per hour in either direction.
(B) 
From mile point 4.000, approximately 0.630 miles south, to mile point 4.630, the speed limit shall be fifty (50) miles per hour in either direction.
(C) 
From mile point 4.630, approximately 0.986 miles south, to the end of the pavement, mile point 5.616, the speed limit shall be forty (40) miles per hour in either direction.
(5) 
Old Trinity Road.
(A) 
Beginning at the east intersection of Old Trinity Road and FM 356, west to a point south of its intersection with U.S. 190, a distance of 0.3394 miles, the speed limit shall be twenty-five (25) miles per hour in either direction.
(B) 
From the point of intersection of Old Trinity Road North and U.S. 190 west to its intersection with FM 355 North, a distance of 0.3494 miles, the speed limit shall be twenty-five (25) miles per hour in either direction.
(6) 
Hodge Bottom Road.
Beginning at FM 356 N and Hodge Bottom Road a distance of 0.7 miles, the speed limit shall be twenty-five (25) miles per hour in either direction.

(a) 
FM 356.
The speed limit in the school zone designated shall be twenty-five (25) miles per hour during certain time periods, and appropriate markings and signs designating the area as a school zone shall be installed, and the speed limit within the school zone shall be twenty-five (25) miles per hour, forty-five (45) minutes before and until school classes begin, from the beginning to the end of the lunch period, and for a thirty (30) minute period beginning at the close of school. The school zone to be designated is as follows: FM 356 in the vicinity and in front of the school, Highway Engineering Station 316 + 83.20 to Highway Engineering Station 327 + 39.20.
(b) 
FM 3459.
From mile point 9.856, a point approximately 2.004 miles north of U.S. Highway 190, to mile point 10.383, a point approximately 1.467 miles north of U.S. Highway 190, the speed limit shall be thirty-five (35) mph when lights are flashing and remain fifty-five (55) mph all other times in either direction.
