For the purpose of this article, certain abbreviations, terms,
phrases, words and their derivatives shall be construed as specified
in the building code. Additional phrases are defined as follows:
Building code
means the International Building Code as it has been adopted
by the city.
Health officer
means the legally designated representative of the department
of state health services.
Hot water
means water at a temperature of not less than 120 degrees
Fahrenheit.
Structure
means that which has been or is under construction, including
but not limited to all buildings, basements, fences, walls, septic
tanks, foundations or sidewalks.

The purpose of this article is to:
(1) Provide
minimum requirements for the protection of life, health, property,
safety and welfare of the general public from the hazards and dangers
of substandard structures;
(2) Establish
minimum standards for the continued use and occupancy of all structures,
regardless of the date of their construction;
(3) Provide
for giving proper notice to the owner of a structure; and
(4) Provide
for a public hearing to determine whether a structure complies with
the standards set out in this article.
