No building or structure regulated by this article shall be
erected, constructed, enlarged, altered, repaired, moved, improved,
removed, converted or demolished unless a separate permit for each
building or structure has first been obtained in accordance with the
applicable provisions of the building code.

Whenever a building permit is required by section 3.03.061, the appropriate fees shall be paid as specified in the building code.
