It shall be unlawful for any person to loiter in any public
park or on any public street or sidewalk with intoxicating liquor
on the person, or drink any intoxicating liquor or beverage, or throw,
leave or place bottles or other containers of any intoxicating liquor
or any alcoholic or intoxicating beverage in such public parks or
on the public streets or sidewalks or individual property owner’s
property, or to spill or pour any intoxicating beverage on the ground
or premises in any public park, public street or sidewalk or individual’s
property as will thereby cause flies, insects and insanitary conditions.

It shall be unlawful for any person to obstruct any street or
sidewalk within the city limits by placing any post, sign, box, barrel
or crate, or anything whatsoever that will obstruct the street or
sidewalk, or hinder in any manner their free use. This section shall
not apply to properly equipped stands attached to underground tanks
for the purpose of venting gas stoves.

(a) Prohibited.
It shall be unlawful for any person to cause,
create, permit, keep or otherwise scatter, place, deliver or distribute
any circular, handbill, paper, announcement, advertisement, printed
matter or other advertising matter on any street, alley, gutter, sidewalk,
drain, public building, public ground or other place, public or private,
or any other place immediately adjacent to such premises, or in any
vehicle of any kind, within the city.
(b) Exception.
The circulation and distribution of regularly
circulated and distributed newspapers, magazines, periodicals, and
religious and educational literature within the city are exempt from
the provisions of this section.
(c) Posting on private property.
Any person who shall, without
first having obtained permission from the owner, stick, paint or stamp
upon any house, fence, wall, pavement or other object not his own,
within the corporate limits of this city, any written, printed or
other notice, bill, sign, circular, poster or advertisement shall
be deemed guilty of a misdemeanor.
