A penalty in the amount set forth in the fee schedule in appendix A of this code will be added to all water and sewer accounts not paid on or before the tenth of each month.

(a) 
It shall be unlawful for any person, except an employee or an officer of the city, to interfere with or turn any water cutoff on any water line belonging to the city for the purpose of permitting water from water lines and pipes belonging to the city to run through such water cutoff.
(b) 
It shall be unlawful for any person, except an agent for or an officer of the city, to tap or connect with any city water pipe or line.

(a) 
Tampering with a water meter is defined as the unauthorized act of altering or adjusting the reading on a water meter, turning a water meter on after it has been turned off by an authorized city representative, installing piping or hose to bypass a meter or to allow water service after the water meter was removed by an authorized person, or any other act to provide for or allow water service when such service has been otherwise discontinued.
(b) 
Tampering with a water meter will result in the meter being removed and a charge to the account as set forth in the fee schedule in appendix A of this code before service will be restored at that location. Once a meter has been removed for tampering, a reinstallation charge as set forth in the fee schedule in appendix A of this code must be paid before a meter will be reinstalled at that location.
