The purpose of the commission is to preserve the historical and cultural heritage of the city for the benefit of current and future generations.

The historical preservation commission shall consist of seven (7) members.

The membership of the historical preservation commission shall be divided into seven (7) places. Each term of office shall be for two (2) years. Even-numbered places (2, 4, and 6) expire May 31 of even-numbered years, and odd-numbered places (1, 3, 5 and 7) expire May 31 of odd-numbered years; provided, however, members shall serve until their successors are appointed.

Commission members shall be appointed by the city council and may be removed without cause by a majority vote of the council. Members may be reappointed upon expiration of their terms. Vacancies shall be filled for the unexpired terms thereof.

(a) 
The commission members shall be qualified voters of the city except for the following: The council may appoint one (1) historian to hold a voting seat on the commission. The historian may or may not be a citizen of Forest Hill, but must be able to offer historical knowledge of the history of the city.
(b) 
Members shall be bound by the provisions of this code dealing with ethics.
(c) 
The commission is bound by the provisions of chapter 551 of the Texas Government Code and, except as authorized by state law, will hold all of its meetings and workshops in public. Members shall take the oath of office prescribed for city officers.

(a) 
Regular meetings; rescheduling; special meetings.
The commission may hold regular meetings once a month at city hall or at such time and place as the commission shall establish. Regular meetings cancelled for any reason shall be rescheduled as soon as practicable and special meetings may be called upon request of the chairman, or three (3) members of the commission, or three (3) members of the city council.
(b) 
Agenda.
Agendas shall be created and drafted by the chairman, vice-chairman or secretary. The staff liaison may assist in the creation of the agenda and shall distribute the agenda. Members, city council members and the city manager may request items to be placed on the agenda.
(c) 
Quorum; rules of procedure; bylaws.
A quorum for any meeting shall be four (4) members. Meetings shall be conducted under and guided by Robert’s Rules of Order insofar as not inconsistent with the requirements of law. The commission may adopt bylaws.

The commission shall select a chairman, vice-chairman and secretary. The chairman shall preside at meetings; the vice-chairman shall preside in the absence of the chairman. The secretary shall be responsible for the minutes of the meeting. Officers shall not be disqualified from voting.

(a) 
Attendance requirements.
Members shall be in attendance at regular monthly meetings or at specially called meetings unless excused.
(b) 
Excused absences.
Excused absences shall be for illness of the member or an immediate family member, employment, vacation, or unavoidable circumstances. The member shall notify the chairman, vice-chairman, secretary or staff liaison before the start of the meeting.

The city manager shall appoint a staff member as liaison who may assist in the creation of the agenda and post notice of meetings.
