The provisions of Texas Transportation Code chapter 541 et seq., as amended, are hereby adopted by the city by reference as if fully set forth herein.

No person upon roller skates or riding in or by means of any coaster, skateboard, toy vehicle, whether motorized or not, or other similar device shall go upon any roadway except while crossing a street on a crosswalk. When so crossing, such person shall be granted all the rights and shall be subject to all of the duties applicable to pedestrians. This provision shall not apply upon any street while set aside as a play street.

It shall be unlawful for any person, other than a city employee, to remove or damage any barriers, either closing a street or for the purpose of warning traffic of an obstruction in the street, erected under the direction of the chief of police or street superintendent.

Under unusual conditions the chief of police may appoint temporary traffic-control officers until such unusual conditions cease to exist. These temporary officers shall have the same authority as regular officers of the police department unless they are specifically limited by the chief of police.

The person in charge of any garage or repair shop to which is brought any motor vehicle which shows evidence of having been involved in an accident of which report must be made as provided by state law, or struck by any bullet, shall report to the police department within 24 hours after such motor vehicle is received, giving the engine number, the registration number and the name and address of the owner or operator of such vehicle.
