Though not reproduced herein, the duly adopted personnel policies manual pertaining to employees of the city is hereby specifically saved from repeal and shall be maintained on file in the office of the city secretary. Said policies were adopted by Resolution No. 3-94 adopted March 7, 1994.

(a) 
The city council does hereby adopt a drug-free workplace policy and testing procedures to assure as fully as possible to the citizens of the city that permissible measures have been taken to promote a drug-free workplace in the city. A copy of these policies shall be maintained on file in the office of the city secretary.
(b) 
Any public servant testing positive for unauthorized controlled substances shall be subject to discipline, up to and including termination. Be it further ordained that all prospective employees for safety sensitive positions and positions which require the employee to carry a firearm shall be refused consideration for such employment or appointment if they also test positive from such screening.
(c) 
The city manager is hereby directed to notify, train and educate city employees as to the policy’s provisions, obtain employee acknowledgment of the policy, and formally implement this policy within go [sic] days of enactment.
