(a) 
A certain document, one (1) copy of which is on file in the office of the city secretary, being marked and designated as the International Building Code, 2009 edition, as published by the International Code Council, be and is hereby adopted as the building code of the city for regulating and governing the conditions and maintenance of all property, buildings and structures; by providing the standards for supplied utilities and facilities and other physical things and conditions essential to ensure that structures are safe, sanitary and fit for occupation and use; and the condemnation of buildings and structures unfit for human occupancy and use and the demolition of such structures as herein provided; providing for the issuance of permits and collection of fees therefor; and each and all of the regulations, provisions, penalties, conditions and terms of said building code on file in the office of the city are hereby referred to, adopted, and made a part hereof, as if fully set out in this article, with the additions, insertions, deletions and changes, if any, prescribed in subsection (b) of this section.

Inspector.
As used in this section, the term "inspector" means any peace officer of the state or any official inspector for any department of the city which is charged with code enforcement, including, but not limited to, inspectors for the departments of zoning and fire prevention and the office of building inspection.
Right of Entry.
Whenever necessary to make an inspection to enforce the provisions of any ordinance or ordinances of the city and the laws of the state and the United States, or whenever any official inspector has reasonable cause to believe there exists in any building or upon any premises a violation of such ordinances or laws, the inspector may enter such building or premises at all reasonable times to inspect the same or to perform any duty imposed upon the inspector by such ordinances or laws, provided that if such building or premises be occupied, he shall first present proper credentials and request entry; and if such building or premises be unoccupied, he shall first make a reasonable effort to locate the owner or other persons having charge or control of the building or premises and request entry. If such entry is refused or if no owner or other person having charge or control of the building or premises can be located, the inspector shall have recourse to every remedy provided by law to secure entry.
Penalty.
Any person who violates any of the provisions of this article shall be guilty of a misdemeanor and upon conviction thereof shall be fined not to exceed the amount in accordance with the general penalty provision in Section 1.109 of this code for each offense. Each day that a violation is permitted to exist shall constitute a separate offense.
