The City Planning and Zoning Commission shall be appointed by the City Council, and shall consist of five (5) members who shall be residents of the City and who shall serve without compensation. Members shall be appointed all [at] the first regular meeting in November of each year for a two-year term with one-half to be appointed in each year on a continuing basis. Members shall be selected with due regard for their fitness in order that all citizens of the City shall have reasonable and fair voice in the affairs of the Planning and Zoning Commission. Upon the expiration of the terms of each member, his/her place shall be filed [filled] by the City Council. Vacancies occurring on the commission shall be filed [filled] by the City Council for the remainder of the term within thirty (30) days after the vacancy occurs and shall become effective immediately. Membership will be accompanied by active participation in the work of the commission and any member who is absent from three (3) consecutive regular meetings shall be dropped automatically and the Commission chairman shall notify the Council immediately that a vacancy exists. Members may also be removed by the City Council after public hearing and for cause assigned in writing.

At its first meeting following the annual appointment of members by the Council, the Commission shall elect one of its members as Chairman and one as vice-chairman and shall schedule meetings regularly. A quorum shall consist of a majority of the membership and an affirmative vote of a majority of those present shall be necessary to pass on pending questions. The chairman shall be entitled to vote upon any question. The City Manager shall be an ex-officio member of the Commission. The Commission shall meet not less than quarterly with all meetings to be at the City Hall unless prior notice of a change in meeting place has been given in a newspaper of general circulation in the City.

The Planning and Zoning Commission shall have the power to make rules, regulations and bylaws for its own government, which shall conform as nearly as possible with those governing the City Council and same shall be subject to approval by such City Council. Such bylaws shall include, among other items, provisions for:
(A) 
Regular and special meetings, open to the public.
(B) 
Records of its proceedings, to be open for inspection by the public.
(C) 
Reporting to the City Council on a quarterly basis.
(D) 
The holding of public hearings on its recommendations.

The Planning and Zoning Commission shall procure information and make recommendations to the City Council and shall cooperate with the City Council and other agencies as to all facts bearing upon needs of the city with regard to all zoning in the city, as provided under Articles 1011a through 1011j, Revised Civil Statutes of Texas.

The Planning and Zoning Commission shall have the power, and it shall be its duty, to make and recommend for adoption a comprehensive plan, as a whole or in part, for the future development and redevelopment of the municipality and its environs; and shall have the power, and it shall be its duty to prepare a comprehensive plan and ordinance for zoning the city in accordance with Articles 1011a through 1011j, Revised Civil Statutes of Texas. The Planning and Zoning Commission shall perform such other duties as may be prescribed by ordinance or state law.
