The city council of the City of Atlanta, Texas, approves the initial fee schedule, payable to the City of Atlanta by animal owners, as follows:

(a) 
The owner of a dangerous dog shall pay an annual fee of fifty dollars ($50.00).
(b) 
If an owner of a registered dangerous dog sells or moves the dog to a new address within the city, he/she, not later than the fourteenth (14th) day after the sale or move, shall notify the city. On presentation of a fee of twenty-five dollars ($25.00), the city shall issue a new registration tag to be placed on the dog’s dollar.
