There are established within the corporate limits of the city the following speed limits:
(1) 
Thirty (30) miles per hour on Von Minden Street between its intersection with Franklin Street to the existing city limits line.
(2) 
Thirty (30) miles per hour on Horton Street between its intersection with Von Minden Street and its intersection with Travis Street.
(3) 
Thirty (30) miles per hour on Colorado Street between its intersection with Jefferson Street and its intersection with Travis Street.
(4) 
Except for the school zone within the distance between the 500 and 600 blocks of East Eblin Street, which distance shall be governed by section 12.05.042 below, thirty (30) miles [per hour] on Eblin Street between its intersection with Jefferson Street until its intersection with State Highway 71.
(5) 
Twenty-five (25) miles per hour upon all other streets located within the city limits for which a thirty (30) miles per hour speed limit is not established hereby.
(6) 
On U. S. Highway No. 77 (Jefferson Street):
(A) 
From a point at the north city limit to a point 5,094 feet south, a distance of approximately 0.965 of a mile, 55 miles per hour;
(B) 
From a point 5,094 feet south of the north city limit to a point 5,644 feet south, a distance of approximately 1.069 of a mile, 45 miles per hour;
(C) 
From a point 10,738 feet south of the north city limit to a point 1,140 feet south, a distance of approximately 0.216 of a mile, 40 miles per hour;
(D) 
From a point 11,878 feet south of the north city limit to a point 3,395 feet south, a distance of approximately 0.643 of a mile, 30 miles per hour;
(E) 
From a point 15,273 feet south of the north city limit to a point 3,411 feet south (at the south city limit), a distance of approximately 0.646 of a mile, 40 miles per hour.

(a) 
The maximum speed limit within the same block of any school, except secondary schools whose maximum speed limit is governed by subsection (b) hereof, church or hospital shall be fifteen (15) miles per hour, and when signs are erected, as provided in this division, it shall be unlawful for any person to drive any vehicle at a speed greater than such limit.
(b) 
The maximum speed limit within the 500 block of East Eblin and within the 600 block of East Eblin, and within the distance between the 500 block and the 800 block of South Vail, within which blocks the secondary school is located, shall be twenty (20) miles per hour, during the following hours: between the hours of 7:30 a.m. and 8:30 a.m. and between the hours of 3:00 p.m. and 4:00 p.m., and when signs are erected as provided in this article, it shall be unlawful for any person to drive any vehicle at a speed greater than such limit.

Whenever the speed limit of twenty-five (25) miles per hour is, by the provisions of this division or other ordinance of the city council, increased or decreased at any intersection or other place or upon any part of a street, the chief of police shall erect appropriate signs giving notice of such speed limit, and no such limit shall be effective unless such signs are erected at such intersection or other place or part of such street.

The provisions of this division regulating the speed of vehicles shall not apply to vehicles operated by the fire department responding to calls, nor to police patrols, nor to physicians or ambulances responding to emergency calls.
