The duties of said building official shall be to inspect all buildings within the restricted area of the City of Panhandle hereinafter described, and all changes, alterations, additions, or repairs thereto; and to pass upon and approve of all buildings, changes, alterations, additions, and repairs when the same conform to the specifications and provisions of this article, as hereinafter provided.

It shall unlawful for any person, firm or corporation within the City of Panhandle to build, change, repair or alter any building without first having obtained a building permit from the city secretary. The fee for each building permit shall be as provided by Section 3.202.

Any person, firm or corporation violating any of the provisions of this article shall be deemed guilty of a misdemeanor, and upon conviction, shall be fined in accordance with the general penalty provision in Section 1.109 of this code. Each day’s failure to conform to the provisions of this article shall constitute a separate offense.
