The “Rules and Regulations for the Safe Storage, Handling and Use of Flammable Liquids at Retail Service Stations” adopted and published by the State Board of Insurance, Austin, Texas, is hereby adopted by reference by the city council; and in cases of conflict, shall supersede all other city ordinances. A copy of the rules and regulations is on file in the office of the city secretary, and is subject to public inspection.

Any person, firm, or corporation who violates any provision of the rules and regulations adopted by reference by Section 5.401, is guilty of a misdemeanor, and shall be fined in accordance with the general penalty provision in Section 1.109 of this code. Each day upon which a violation continues constitutes a separate misdemeanor.
