No person shall drive any vehicle on any street, avenue, highway, or alley within the limits of the City of Panhandle, Texas, except as specifically authorized by ordinance, at a speed greater than thirty (30) mph; and any and all persons shall regulate the speed of their vehicles at a lesser speed than thirty mph where any street, avenue, highway, or alley has been marked with a lower speed limit; except the speed limit on Washington Street is hereby reduced from 30 mph to 15 mph, effectively immediately.

(a) 
The speed limit on Broadway and on Third Street from Groom Avenue to Arthur Avenues is designated 15 miles per hour from May 1st through October 31st.
(b) 
The city manager is hereby directed to install the appropriate regulatory traffic control signs at the above location in accordance with the Texas Manual on Uniform Traffic Control Devices or Streets and Highways.

Any person, firm, or corporation violating any of the provisions of this division, upon conviction or on plea of guilty, shall be fined in accordance with the general penalty provision in Section 1.109 of this code.
