Dog.
A domesticated member of the family Canidae, but shall not
include a wolf, jackal, fox or other member of this family.
Fowl.
Any domesticated or barnyard bird, including chicken, hens
and roosters.
Licensed veterinarian.
A veterinarian licensed to practice veterinary medicine in
one or more of the 50 states of the United States of America.
Livestock.
Includes horses, mules, jacks, jennets, cattle, sheep, goats
and swine or other similar animals commonly classified as livestock.
Owner.
Any person, firm, or corporation having title to any animal
or a person who has, harbors, or keeps, or who causes or permits to
be harbored or kept, an animal in his care, who permits an animal
to remain on or about his premises, or who provides food for an animal.
Person.
An individual, corporation, government or governmental subdivision,
or agency, business trust, estate, partnership, association, or any
other legal entity.

(a) Generally.
Enforcement of this article shall be the
responsibility of any animal control officer of the city or his/her
designee, or any licensed police officer of the city. It shall be
unlawful for any person to interfere with any person authorized to
enforce this article in the performance of his/her duties. 215.025

Code, ch. 821 et seq.
(b) Complaints.
Witnesses to an act which is in violation
of this article may institute enforcement by the filing of a complaint
in municipal court.
(c) Interference.
It shall be a misdemeanor for any person
to interfere with, hinder or molest any agent of the animal control
officer in the performance of any duty as herein provided.

Any person violating any provision of this article shall, upon conviction thereof, be fined in accordance with the general penalty provided in section
1.01.009 of this code; and such person shall be deemed guilty of a separate offense for each and every day or portion thereof in which the violation is continued or permitted. No culpable mental state is required for conviction of an offense under this article.

It shall be unlawful for any person to own, keep or harbor more
than four (4) dogs or four (4) cats or any combination thereof, over
four (4) months of age, within the corporate limits of the city. However,
this section shall not apply to veterinarians and animal hospitals,
pet stores, kennels or groomers when such animals are kept upon the
premises in the normal course of business. This section shall also
not apply to a new litter of dogs or cats.

It shall be unlawful to keep or harbor fowl, whether singular
or plural, within the corporate limits of the city.
