All traffic-control devices including signs, signals and markings (pavement and/or curb) installed or used for the purpose of directing and controlling traffic within the city shall conform with the manual and specifications adopted by the state transportation commission as provided in V.T.C.A., Transportation Code, section 544.001. All signs, signals and markings erected or used by the city must conform to the manual and specifications adopted under V.T.C.A., Transportation Code, section 544.001. All existing traffic-control devices and those erected in the future by the city being consistent with the manual and specifications, state law and this section shall be official traffic-control devices.

Whenever traffic at an intersection of streets is alternately directed to proceed and to stop by use of signals exhibiting colored lights or the words “stop,” “go” and “caution” (or “wait”), said lights and terms shall indicate as follows:
(1) 
A red light or the word “stop” indicates that traffic (including pedestrians) facing the signal shall stop before entering the street intersection or crosswalk and remain standing until the green light or the word “go” is shown alone.
(2) 
A green light or the word “go” shall indicate that traffic (including pedestrians) facing the signal may proceed, except that vehicular traffic shall yield the right-of-way to pedestrians and vehicles lawfully within a crosswalk or within the street intersection at the time such signal was exhibited.
(3) 
A yellow or amber light or the word “caution” (or “wait”) shall indicate that traffic (including pedestrians) facing the signal shall stop or wait before entering the intersection or crosswalk unless so close to the intersection that a stop cannot be made in safety.

(a) 
It shall be unlawful for operators or pedestrians to disobey the instructions of any official traffic sign or signal herein mentioned.
(b) 
Any person violating any portion of this section shall be guilty of a misdemeanor and shall be fined in accordance with section 1.01.009 of this code.

Ordinances ordering the placement of traffic-control signs, signals and devices at designated locations are not included in this code, but such ordinances are on file in the city secretary’s office. Ordinances ordering the placement of traffic-control signs, signals and devices at designated locations are specifically saved from repeal upon adoption of the Code of Ordinances.
