(a) The city does hereby elect to have the public utility commission
of the state exercise exclusive original jurisdiction over electric
utility rates, operations, and services within the existing and future
incorporated limits of the city.
(b) The city hereby expressly retains the exclusive original jurisdiction
over the rates, operations, and services of water and sewer utilities
within the existing and future incorporated limits of the city.

(a) No person, firm or corporation shall in the city, or within the extraterritorial
jurisdiction of the city, drill any private water well.
(b) Anyone failing to comply with the provisions of this section shall be guilty of a misdemeanor, and upon conviction shall be punished by a fine in accordance with section
1.01.009 of this code. Each separate day or any portion thereof during which any violation of this section occurs or continues shall be a separate offense and upon conviction shall be punishable as herein provided.

The city will not henceforth furnish either water or sewer service
to any property within the city limits which cannot readily be located
upon such a plat which had been previously approved by the city council
and previously recorded in the office of the county clerk, and which
plat shall have been approved and recorded in the manner provided
in V.T.C.A., Local Government Code, chapter 212.

After the effective date of this section, there shall be no
new water service connection provided to users outside of the city
limits. For users outside the city limits who have been connected
prior to the effective date of this section, water usage rates shall
continue at the rates set by the city council for customers outside
of the city limits. If a customer outside the city limits discontinues
water service for a period of sixty days or more, which discontinuance
shall include disconnection for nonpayment, that customer’s
account shall be deemed abandoned and service will not be resumed
by the city.
