(a) 
A technology advisory committee shall be appointed by the council for the purpose of investigating opportunities to provide more efficient and effective technology opportunities for the town and its citizens.
(b) 
Membership shall include seven persons appointed by the town council to alternating two-year terms with no maximum number of years or terms.
(c) 
A vacancy on the board shall be filled by the town council as expeditiously as practical after the date of the vacancy. Members appointed shall serve at the will of the council.
(d) 
A chairman shall be appointed by the town council.
(e) 
The committee shall meet a minimum of four times per year.
(f) 
In order to achieve its purpose, the committee shall conduct periodic meetings, all of which shall be open to the public as provided by state law.
(g) 
The committee shall be responsible for contacting vendors and service providers, acquiring and analyzing relevant data, and researching leading-edge technology opportunities.
(h) 
The committee shall report back to the council at least once per year for the purpose of updating the council on its work and progress, and shall make additional periodic progress reports thereafter.
(i) 
The committee may divide itself into subcommittees as necessary, and may select officers from among its membership, except the chair, who shall be appointed by the town council.
(j) 
The committee shall be advisory in nature.
(k) 
The committee shall develop reports to the council as appropriate. Said reports shall include recommendations that the town should undertake, estimates of costs and timelines involved in implementing those recommendations, and any and all other suggestions or information that might be of use to the council and town staff.
