(a) The
fire department for the town shall be composed of a combination of
volunteers, and paid firefighters who shall be compensated consistent
with the budget.
(b) Volunteer
firefighters may be reimbursed for their expenses incurred in attending
training and firefighting activities on such basis as the town manager
may authorize, and may also be paid the minimum fees, consistent with
state and federal laws, for working overnight shifts.

The fire chief of the fire department shall be appointed by
the town manager and shall serve at the pleasure of the town manager.

Firefighters and department officers will be selected and promoted
by the fire chief, with the advice and consent of the town manager
and may be removed by the fire chief, also with the advice and consent
of the town manager.

The town manager shall approve the rules and regulations for
the administration of the fire department, as well as standard operating
procedures and guides for the department’s operation, consistent
with the town’s Home Rule Charter.

The fire department shall purchase such equipment, or make such
repairs to its equipment or facilities, and purchase such firefighting
clothing as it deems necessary, within its annual budget allocation
and consistent with town purchasing policies and procedures and state
laws.
