The governing body of this municipality does hereby elect to have the state public utility commission exercise exclusive original jurisdiction over electric utility rates, operations, and services within the existing and future incorporated limits of this municipality.

The laws governing pollution both by the state health department and the city, county health department are made a part of this section and assistance and cooperation with the aforesaid health departments are required by this section.
