There is hereby levied [abolished] and there shall be no further use of the office which the city marshal shall hold in the city. This office, being a public office, is elected by the public in regular election. The city council took action on abolishing this office by giving public notice for thirty (30) days before abolishing the office in a regular meeting dated March 26, 1973.

(a) 
Office created; appointment and removal.
There is hereby created and established for the city the office of chief of police. The chief of police shall be appointed by the city council, and shall hold office at the pleasure of the city council and shall be removable from office by the city council as and when the city council may deem it expedient.
(b) 
Powers and duties; bond; compensation.
It shall be the duty of the chief of police to attend upon the municipal court while in session and he shall promptly and faithfully execute all writs and processes issued from said court. He shall have like power with the sheriff of the county to execute warrants; he shall be active in quelling riots, disorders and disturbances of the peace within the city limits and shall take into custody all persons so offending against the peace of the city and shall have authority to take suitable and sufficient bail for the appearance before the municipal court of any person charged with an offense against the ordinances or laws of the city. It shall be his duty to arrest, without warrants, all violators of the public peace and all who obstruct or interfere with him in the execution of the duties of his office or who shall be guilty of any disorderly conduct whatever, to prevent a breach of peace and to preserve quiet and good order in the prevention and suppression of crime and arrest of offenders. He shall have, possess, and execute like power and jurisdiction as the sheriff. He shall perform such other duties and possess such other powers and authority as the city council may by ordinance require and confer, not inconsistent with the constitution and laws of the state. He shall give such bond for the faithful performance of his duties as the city council may require. He shall receive a salary to be fixed by the city council.
