(a)
The fees set forth in the fee schedule in appendix A of this code are established for the consideration of an application for a permit required by the indicated provisions of this code.
(b)
The
permit fees are to be paid at the time the application is filed and
are not to be refunded even if an application is denied.

The city secretary shall collect a fee for providing copies
or performing research in connection with any request for information
submitted pursuant to the Texas Open Records Act, or any similar provision.
The amount of the fee shall be determined in accordance with the state
law provisions governing such fees at the time the request is made.
