The city council may authorize exceptions and variances by special permit to this chapter for just cause when requested by the owner of the animals or premises for which an exception or variance is requested. Application for a variance shall be submitted and processed in the same manner as a request for a livestock permit as outlined in Section 2.804 of this chapter. The fee for application for a variance shall be five dollars ($5.00).
