(a) 
A refundable deposit will be required in order to have city utilities connected. The deposit will be refunded, if requested, once the consumer has established a good payment history by not being delinquent on payment for city services for one (1) year. A bill is considered delinquent if not paid by the 15th of the month. If a consumer maintains a history of delinquent payment or nonpayment, additional deposits may be required.
(b) 
Utility deposits shall be:
(1) 
Water: $50.00.
(2) 
Gas: $150.00.
(3) 
Out-of-town dumpster: $50.00.
(c) 
If a customer requests additional utility connections, is current on any existing utility service, and has established a good payment history, then no additional deposit will be required. A customer requesting additional utility connections who is not current on his/her account and who does not have a satisfactory payment history may be required to make an additional deposit for the additional connection.
