The following word, when used in this article, shall have the meaning ascribed to it in this section, except where the context clearly indicates a different meaning:
Well.
Any gas, oil, or injection well, and shall include not only new wells, but deepening any presently existing well to another zone, and/or the reopening of any well previously plugged in accordance with railroad commission regulations.

It shall be unlawful and an offense for any person to violate or fail to comply with any provisions hereof, irrespective of whether or not the verbiage of each section hereof contains the specific language that such violation or failure to comply is unlawful and is an offense. Any person who shall fail to comply with the terms hereof shall be guilty of a misdemeanor and shall on conviction thereof be fined as prescribed in section 1.01.009 of this code.

All wells existing within the corporate limits of the city as of the day of adoption of this article are covered immediately. All wells or any portion of the proration unit brought within the corporate limits by future annexation of territory to the city shall be covered by this article immediately upon annexation.

The mayor, with the approval of the city council, shall appoint an oil and gas inspector and set his compensation, if any. The position can be held by an existing officer or employee of the city if it be the will of the council, and the inspector may be removed at their will also. It shall be the duty of the oil and gas inspector to enforce the provisions of this article.
